Emergency Operating Procedures Summaries
Emergency procedures are used to increase the reliability of the Bulk Power System. These procedures accomplish this by either
increasing available generation or by decreasing the load within the affected control area.
This procedure is used to notify all Operations and Maintenance personnel that a Capacity Deficiency exists. A Capacity Deficiency is a
power system state where we have adequate generation available to meet customer load but we do not have as much reserve on the system
as we would like. When the operations and maintenance personnel receive this information they will curtail any maintenance activities that
may jeopardize the integrity of on-line generation or transmission facilities.
These procedures have 11 actions that are performed to either increase available generation or to decrease the amount of the load in an area. A summary of these actions are:
Action 1 – ISO-NE will notify all Resources that a capacity shortage exists. Resources will prepare to provide all associated capability. ISO-NE will notify all “Settlement Only” Generators. Begin to allow depletion of 30 minute reserve on the ISO-NE system. Implement a Power Caution.
Action 2 – Dispatch Real Time Demand Resources. These are the interruption of customer loads who have contracts with ISO-NE.
Actions 3 – Request voluntary load curtailment of CONVEX Member Company facilities.
Actions 4 – Implement a Power Watch.
Actions 5 – This is where ISO-NE will buy emergency power from neighboring Control Areas/Balancing Areas.
Actions 6 – CONVEX requests a voltage reduction from CONVEX Member Companies that do not have remotely controlled voltage reduction capability.
Actions 7 – ISO-NE requests Generating Resources to voluntarily provide energy for reliability purposes.
Actions 8 – CONVEX implements a voltage reduction in the CONVEX area utilizing remotely controlled voltage reduction capability.
Action 9 - CONVEX member companies ask for additional MW generation and load curtailment available from Industrial and commercial customers.
Action 10 – Radio and Television Public appeals are utilized to ask for voluntary load curtailment. Implement a Power Warning.
Action 11 - Request New England state Governors to reinforce Power Warning appeals as initiated in Action 10.
These procedures are used in an extreme emergency where the integrity of the Bulk Power System is threatened. If a situation should arise
where the integrity of the Bulk Power System is threatened, the ISO-NE or CONVEX operator will direct the shedding of some customer
load to ensure stability of the entire system. This load will be returned to service as soon as conditions allow and not longer than two to
three hours.
