Emergency Operating Procedures Summaries

Emergency procedures are used to increase the reliability of the Bulk Power System. These procedures accomplish this by either increasing available generation or by decreasing the load within the affected control area.


Master/Local Control Center Procedure No. 2 (M/LCC 2) - Abnormal Conditions Alert

This procedure is used to notify all Operations and Maintenance personnel that a Capacity Deficiency exists. A Capacity Deficiency is a power system state where we have adequate generation available to meet customer load but we do not have as much reserve on the system as we would like. When the operations and maintenance personnel receive this information they will curtail any maintenance activities that may jeopardize the integrity of on-line generation or transmission facilities.

ISO New England Operating Procedure No. 4 (OP4) and CONVEX Operating Instruction #0004 - Actions During a Capacity Deficiency

These procedures have 16 actions that are performed to either increase available generation or to decrease the amount of the load in an area. A summary of these actions are:

Action 1 – All Generation to their Maximum Claimed Capability. Implement a Power Caution.

Action 2 – ISO-NE requests all generating units (Settlement Only) less than 5 MW to come on line.

Actions 3, 4, 5, 7, 8, 9 – ISO-NE Interrupt Real-Time Demand Response. These are the interruption of customer loads who have contracts with ISO-NE.

Actions 6 – Begin to allow depletion of 30 minute reserve on the ISO-NE system.

Action 9 - Request voluntary load curtailment of CONVEX Member Company facilities. Implement a Power Watch.

Action 10 – Request all of the customer generation contractually available.

Action 11 - This is where ISO-NE will buy emergency power from neighboring power pools.

Actions 12, 13 - CONVEX performs a voltage reduction in the CONVEX area.

Actions 14, 15 - CONVEX member companies ask for additional MW generation and load curtailment available from Industrial and commercial customers. Public appeals are also utilized to ask for voluntary load curtailment. (Action 15 – Implement a Power Warning)

Action 16 – Request New England state Governors to reinforce appeals for voluntary load curtailment and the declaration of a Power Warning as initiated in Action 15.

ISO-NE Operating Procedure No. 7 (OP 7) and CONVEX Operating Instruction #0007 - Actions in an Emergency

These procedures are used in an extreme emergency where the integrity of the Bulk Power System is threatened. If a situation should arise where the integrity of the Bulk Power System is threatened, the ISO-NE or CONVEX operator will direct the shedding of some customer load to ensure stability of the entire system. This load will be returned to service as soon as conditions allow and not longer than two to three hours.
